The project was closely associated with the  project completed in July 1997  “Collection, evaluation and recommendations for protecting the natural area potential of the western region” and served as a further qualification for the partner institution for the performance of its assigned tasks in the field of environmental and resource protection.

Experience regarding the applicability of the tools introduced in the western region is now available in the eastern region of Paraguay. The natural features that vary from the western region, the different and significant anthropogenic interference and the complexity of their effects on the ecosystem of the eastern region made the use of new concepts and other methodological approaches more necessary than previously for resource protection-oriented regional planning in this part of the country.

The Project partner until July 2000 was Dirección de Ordenamiento Ambiental (DOA) in the Subsecretaría de Recursos Naturales y Medio Ambiente (SSERNMA) of Ministerio de Agricultura y Ganadería (MAG), from August 2000 onward, the Dirección General de Gestión Ambiental (DGGA) in the Secretaría del Ambiente (SEAM).

With a German contribution of approximately 3.7 million DM and in two pilot areas of the eastern region of Paraguay, the foundation was created for establishing a model of an environmental and resource conservation-oriented national development plan (Ordenamiento Ambiental). This includes the evaluation of current satellite imagery with which the decrease of forest coverage in the eastern region is to be documented in the future.  

The project also included work in the field of soil salinity in the central Chaco area, the development of an environmental information system and studies on the use of indigenous Chaco plants by the Indian population. This consisted mainly of activities that could not be conclusively processed in the project in the western region.
